If you do not like racy sex scenes - then just read mills and boon books. Those are VERY mild - and boring.
Georgette Heyer - writes very good romance stories with no sex in them - it was not the ladylike thing to do in Victorian times.

passions becomes you
Sounds like you have the plot and characters all worked out.
Why don't you write your own story with just the right amount of detail for your own tastes?
An American Tragedy
Pride and Prejudice fits your criteria, maybe you should look to Victorian/regency romance novels. They definitely wont have any sex scenes.
Try anything by Janette Oke. She writes really great novels about the West in the old days, never any questionable scenes. She makes it seem as if you are in them. Great author, loves the Lord, awesome books! I suggest the Love comes softly series!
